UAE e-Invoicing System

UAE e-Invoicing system can be understood as a 5-party digital exchange:

Seller → Seller’s ASP → UAE e-Invoicing Network → Buyer’s ASP → Buyer

The important point is that the invoice is not simply a PDF sent by email or WhatsApp. It is created in a structured electronic format and exchanged through approved service providers.

UAE e-Invoicing Process – Seller, Buyer and ASP

The UAE has adopted a 5-Corner Model for e-Invoicing.

At the same time, relevant tax data is reported electronically to the Federal Tax Authority (FTA).

The UAE Ministry of Finance officially describes this as a decentralised 5-corner e-Invoicing model, based on the OpenPeppol framework.


1. Seller creates the invoice

Suppose:

Seller: ABC Trading LLC, Dubai
Buyer: XYZ Restaurant LLC, Dubai

ABC sells goods worth AED 10,000 + VAT AED 500.

The Seller creates the invoice through its:

  • ERP system
  • Accounting software
  • Billing software, or
  • an integrated e-Invoicing solution.

The invoice data must be in the required structured electronic format. A PDF, Word file, scanned invoice or normal email by itself is not considered an e-Invoice under the UAE framework.


2. Seller sends invoice to Seller’s ASP

The Seller sends the invoice data to its chosen Accredited Service Provider (ASP).

The Seller’s ASP will:

  • validate the invoice data;
  • check the required information;
  • generate the required unique identification;
  • convert the invoice into the UAE-required structured format where necessary;
  • securely transmit it through the e-Invoicing network.

The official guidelines place technical functions such as secure transmission and generation of a unique invoice identifier with the ASP, while the underlying compliance responsibility remains with the relevant supplier or buyer, depending on the transaction.


3. Seller’s ASP finds Buyer’s ASP

This is an important part of your question.

The Seller does not necessarily need to use the same ASP as the Buyer.

For example:

Seller ABC Trading LLC
uses → ASP A

Buyer XYZ Restaurant LLC
uses → ASP B

The system allows:

Seller → ASP A → ASP B → Buyer

The Seller’s ASP uses the buyer’s relevant electronic participant identifier to route the invoice to the Buyer’s ASP through the network. The UAE framework uses the Peppol-based interoperability model.

4. Seller’s ASP sends the e-Invoice to Buyer’s ASP

The flow is:

The Seller’s ASP transmits the structured e-Invoice to the Buyer’s ASP and also performs the prescribed tax-data reporting process to the FTA under the UAE model.

5. Buyer’s ASP validates the invoice

The Buyer’s ASP receives the invoice.

It checks and validates the invoice.

If successful:

Buyer’s ASP → sends invoice to Buyer

It also sends a Message Level Status (MLS) confirmation through the system.

If validation is unsuccessful, the relevant negative status is communicated and the reporting flow is handled according to the UAE framework.

Important: Does Buyer and Seller need the same ASP?

No.

The UAE e-Invoicing framework is specifically designed so accredited providers can exchange invoices interoperably through the network.


What is an ASP?

ASP = Accredited Service Provider

An ASP is an e-Invoicing service provider accredited under the UAE framework to provide the electronic invoicing services.

A business selects its ASP, enters into a commercial agreement with that provider, and completes the onboarding process to begin exchanging e-Invoices. The current official list of accredited and pre-approved providers is maintained by the UAE Ministry of Finance.

Current implementation timeline

The UAE rollout is phased. Under the updated timeline, the deadline for businesses with annual revenue exceeding AED 50 million to appoint an ASP was extended to 30 October 2026, with mandatory implementation from 1 January 2027. Other businesses are scheduled to follow in later phases.

In one sentence:

Seller creates the invoice → Seller’s ASP validates and sends it → Buyer’s ASP receives and validates it → Buyer receives it → prescribed tax data is electronically reported to the FTA, with electronic status confirmations flowing through the network.
